Mandalay Bay is Oxnard’s original waterways community — the city calls it the first waterways development north of the Channel Islands bridge. Most of it was built between 1968 and 1973: 743 attached and detached homes along about seven miles of canals, with 37 city-owned greenbelts, in ZIP 93035 inside Oxnard city limits; the Harbour Island phase followed in 1987. Homes run from about 1,200 to 3,700 sq ft on compact lots, many of them two-story, with decks, balconies and a private dock of 35 to 45 feet.
Living on the water works on a house from the outside in. Salt air films canal-facing glass and railings, marine moisture favors mildew in bathrooms and window tracks, and decks and docks send sand and grit through the sliding doors. The canals are lined with 1960s seawalls the city has been repairing — a measure of how hard the marine environment is on every surface.
The bigger surprise is the tap water. The City of Oxnard’s 2025 report lists an average hardness of 419 mg/L — about 24 grains per gallon, roughly three times the Conejo Valley’s — so shower glass, faucets and dishes spot quickly.
